Council Business

  • Received Middlesex Centre’s 2025-2026 grant activity for information. For the 2025-2026 period, Middlesex Centre has received $14,727,628 in external funding from federal and provincial agencies and foundations. Funding has supported municipal infrastructure and housing, parks and recreation, accessibility, environmental initiatives, fire and police services, programs for seniors, and local economic and community development.
  • Approved an amendment to the 2026 Budget to allow for the replacement of two rooftop heating units (HVAC) at the Komoka Wellness Centre at a combined cost of $130,000, funded from the Building and Facilities Reserve Fund. Originally scheduled for replacement in 2027, both units have failed and can no longer provide heat to the areas of the building they serve.
  • Refunded a portion of a building permit fee for a property affected by severe weather. Council also received information about proposed changes to the 2027 Fees and Charges By-law to address extenuating circumstances, such as rebuilding after storm damage, as well as unforeseen situations where fees have not been established.
  • Approved an additional $150,000 for the Old River Road project for engineering design work to develop an alternative design that avoids in-water construction. The alternative design is expected to reduce overall project costs by $800,000.
  • Received a notice of motion for the Nov. 4 meeting that will ask Council to reconsider its previous direction on the Green Bin Program. If the motion to reconsider is carried, Council will then consider a motion to pause the program’s implementation, allowing staff to gather additional information about similar programs and financial considerations and report back to Council.

Planning Matters

Sitting in public meeting and as part of the regular agenda, Council heard a number of planning matters, including information regarding a proposed residential development at 15 Elmhurst St. in Kilworth.
