Water, wastewater and stormwater fees pay for the day-to-day operation and long-term maintenance of our water system.
They ensure that we have a safe, clean and reliable water supply, proper wastewater treatment, and well-maintained infrastructure to protect water quality and lower the risk of flooding. It is important to remember that legally all of the costs associated with the water system must be paid for by users.
Rate Changes for 2026
At their meeting on November 19, 2025, Council approved the following 2026 rate changes:
- water rates will increase by 4.5% over the 2025 rates;
- wastewater rates will increase by 5% over the 2025 rates; and
- stormwater rates will increase by 9% over 2025 rates.
The reason for this increase is to generate additional revenues to ensure funding is in place for infrastructure renewal as set out in the Middlesex Centre Asset Management Plan and the Long-Range Financial Plan - Water. This funding is in addition to revenues from new growth (development).
Rate Impact
With this change, the average rate impact will be about 5.2% for most users when weighted across all three services. The impact to each property will vary slightly depending on water consumption.
The table below provides a summary of the impact of the rate increases at various usage levels (for three services, unless otherwise stated).
| Annual Water Usage (m3) | Cost in 2025 | Cost in 2026 | $ Increase (Annual) | % Increase |
|---|---|---|---|---|
| 96 | $1,365.48 | $1,439.28 | $73.80 | 5.40% |
| 180 | $1,977.84 | $2,081.04 | $103.20 | 5.22% |
| 360 | $3,290.04 | $3,456.24 | $166.20 | 5.05% |
| Stormwater Only | $204.60 | $222.96 | $18.36 | 9% |
