Mayor DeViet opened the meeting by recognizing Colonel Douglas B. Weldon. Col. Weldon was inducted into the Middlesex County Agricultural Hall of Fame on June 7, 2026, in recognition of his contributions to the agricultural community.  Notably from his many achievements, Col. Weldon was a soldier, a philanthropist, and the builder of Prospect Farms, a well-known Aberdeen Angus operation near Arva.

Presentations

Middlesex Centre’s auditor presented the 2025 Audited Financial Statements. The statements were adopted by Council and are available on the municipal website.

Council Business

During the meeting, Council: 

  • Received for information the 2025 Emergency Management annual compliance report. The Municipality continues to meet the requirements mandated by the Emergency Management and Civil Protection Act. 
  • Received for information the May 2026 budget-to-actual report and a report outlining the tax ratio changes for 2027 as approved by Middlesex County Council.
  • Awarded the detailed design, contract administration, and construction inspection for the Komoka Wastewater Treatment Facility Expansion to CIMA+ Canada Inc. in the amount of $1,531,318 (exclusive of HST).
  • Directed staff to apply to the Province’s new Development Charge Reduction Program for growth-related investments in the municipality’s water and wastewater systems. Related to that application, Council approved a temporary reduction in residential development charges of between 45% and 50% for three years, effective March 30, 2026, should the application be successful.

Planning Matters

Sitting in public meeting, Council heard various planning applications, including official plan amendments and zoning-by-law amendments. Of note:

  • Council recommended that an application for a zoning by-law and severance to permit five housing units at 22756 Komoka Rd. be referred to staff for further review of traffic and parking concerns.
  • Council received for information an application for an official plan and zoning by-law amendment related to a proposed recreation complex at 15117 Medway Rd.
