Mayor DeViet opened the meeting by acknowledging National Volunteer Week, April 27 – May 3 in Canada. The theme for 2025 is “Volunteers Make Waves.”

The Mayor also congratulated Middlesex Centre Fire Services for raising a record-breaking $33,703 for Muscular Dystrophy Canada over the Easter weekend.

Presentations

Mike DeVos of Spriet Associates provided an overview of the proposed Bear Creek Drain 2025 Culvert Engineer's Report. Council authorized the project to proceed, and the Court of Revision will meet on May 21, 2025, to discuss the matter further.

Dean Pettitt of Stantec Consulting presented his report on the Road Needs Study for Middlesex Centre. The study looked at municipal roads and graded them using an overall pavement condition index (PCI), and presented a time of need (TON) assessment that predicts how long a road will last until reconstruction is required.

The study found an overall PCI of 72.8 for municipal roads, which slightly exceeds Middlesex Centre’s Asset Management Plan target. It also provided a list of critical road network deficiencies and provided a budget analysis for rehabilitation of those deficiencies. This analysis will be used to inform and facilitate future budget discussions and to prioritize rehabilitation, reconstruction, and maintenance needs of the road network.

Council received the Road Needs Study for information later in the meeting.

In Brief

During the meeting, Council:

  • Received information regarding Ontario’s Strong Mayor Powers coming into effect May 1. A further 169 municipalities will be granted strong mayor powers, including the Municipality of Middlesex Centre.
  • Received the March 2025 budget to actual report.
  • Received the annual repayment limit for 2025. The municipality has the capacity to borrow an amount that would result in annual debt payments not exceeding $8,739,755 for 2025 (compared to $7,425,278 in 2024). For more information, please see our Municipal Debt Fact Sheet.
  • Received Middlesex Centre’s planning report for 2024. In 2024, the planning department received 83 planning applications, with minor variance requests being the highest at 25.
  • Received a request for a Minor Drain Improvement in order to realign the Ballymote East Municipal Drain. This request will accommodate a proposed development in Ballymote of 13 new lots along the east side of Highbury Ave. and south of Medway Rd., as well as five lots on the south side of Medway Rd. east of Highbury Ave.

Planning Matters

Sitting in public meeting, Council heard various planning applications. Council also denied an Official Plan amendment for a property on Westdel Bourne.
