Zoning By-law Update (ZBA-01-2026)
- About the Zoning By-law Update
The Municipality is considering an amendment to its Zoning By-law to address the following:
- Initiatives within our Housing Accelerator Fund Action Plan aimed at supporting intensification, including permitting 4 units as-of-right in urban areas and overall simplifying zoning regulations;
- New permitted building types and permitted uses in residential zones to provide a wider range and mix of housing;
- Introducing a framework for Additional Residential Units (ARUs) in both the urban and agricultural areas;
- New framework for on-farm diversified uses to support a vibrant agricultural economy;
- New definitions and general regulations to modernize the zoning by-law, and general housekeeping amendments aimed at reducing regulatory burdens and the need for minor variances.
Note that many of these zoning amendments were adopted by Council on July 5, 2023 (ZBA-04-2023), but have not yet been brought into force and effect due to ongoing Ontario Land Tribunal (OLT) proceedings.

Public Meeting
A public meeting on the amendments to the Zoning By-law is scheduled as part of an upcoming Council Meeting:

- 2023 Comprehensive Zoning By-law Review
A Comprehensive Zoning By-law Review was undertaken in 2022-2023, and adopted by Council on July 5, 2023. As it was tied to Official Plan Amendment (OPA) 59, which remains under appeal at the Ontario Land Tribunal (OLT), it was never brought into force.
Due to changes in the Provincial Planning Statement (PPS 2024), and as part of our Housing Accelerator Fund (HAF) Action Plan, we are now bringing forward a new amendment.

Future Rights of Appeal
If a person or public body does not make oral submissions at a public meeting or make a written submission(s) to the Municipality of Middlesex Centre before the application is passed, the person or public body is not entitled to appeal the decision of the Council of the Municipality of Middlesex Centre to the Ontario Land Tribunal.
If a person or public body does not make an oral submission(s) at a public meeting, or make written submissions to the Municipality of Middlesex Centre before the application is passed, the person or public body may not be added as a party to the hearing of an appeal before the Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
