Notice of Study Completion - Expansion of the Komoka Wastewater Treatment Facility

The Study

The Municipality of Middlesex Centre has completed the Municipal Class Environmental Assessment (MCEA) Study for the expansion of the Komoka Wastewater Treatment Facility. The preferred solution is to expand the facility in three phases:

  • Phase 1 – Increase the capacity of the Komoka Wastewater Treatment Plant , build a new headworks, and upgrade the existing final filtration system.
  • Phases 2 and 3 – Further expand and modernize the treatment plant by adding new wastewater treatment processes, upgrading how solids are handled, upgrading the final filtration system, and increasing the overall capacity of the plant. 

Process and Consultation

The study was carried out in accordance with Schedule C of the MCEA (October 2000, as amended 2007, 2011, 2015, 2023 and 2024), which is an approved process under the Ontario Environmental Assessment Act. 

A key component of the MCEA process is consultation with the public, review agencies, Indigenous Communities, First Nations and Métis Communities, and other interested parties. One Public Information Centre was held throughout the study to obtain input on the project. 

The Environmental Study Report (ESR) has been prepared to document the planning, public consultation, and decision-making process undertaken for this study.

Notice of Review Period 

The ESR is being placed on the public record for a 30-day review period starting January 28, 2026 and ending February 27, 2026, in accordance with the requirements of the MCEA process. Subject to comments received as a result of this Notice, and the receipt of necessary approvals, the Municipality of Middlesex Centre intends to proceed with the detailed design and construction of the preferred preliminary design as documented in the ESR. An electronic copy of the ESR can be accessed through the study website (middlesexcentre.ca/komoka-wastewater).

Interested persons may provide written comments to the project team by February 27, 2026. Further information may be obtained from one of the following members of the project team:

Requests to the Minister of Environment, Conservation and Parks

In addition, a request may be made to the Ministry of the Environment, Conservation and Parks for an order requiring a higher level of study (i.e., requiring an individual/ comprehensive Environmental Assessment approval before being able to proceed), or that conditions be imposed (e.g., require further studies), only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Indigenous and treaty rights. Requests on other grounds will not be considered. Requests should include the requester contact information and full name.  

Requests should specify what kind of order is being requested (request for additional conditions or a request for an individual/comprehensive environmental assessment), how an order may prevent, mitigate or remedy those potential adverse impacts, and any information in support of the statements in the request. This will ensure that the Ministry is able to efficiently begin reviewing the request.
