New Development Charges Incentive Program Approved

Middlesex Centre Council has approved a new incentive program to encourage residential development throughout the municipality. 

Starting September 3, 2025, and running through December 2028, residential and multi-residential building permits will be eligible for a development charge (DC) reductions ranging from 5% to 15%. Specifically, single and semi-detached homes will receive a 5% reduction, townhomes and other multiples will receive 10%, and apartments will benefit from a 15% reduction.  These are in addition to any incentives offered through the Development Charges Act.

The program is subject to a few limitations: 

  • a maximum grant of $100,000 per property
  • a total annual funding cap of $750,000, distributed on a first-come, first-served basis
  • applies only to Middlesex Centre DCs and do not extend to Middlesex County DCs

The funding for this initiative comes from the Housing Accelerator Fund (HAF), provided by the Canadian Mortgage and Housing Corporation (CMHC), which supports municipalities in increasing housing supply, particularly higher-density forms. Middlesex Centre is using a grant it received from HAF to promote more diverse housing options across the community.
