Mayor DeViet informed staff and council that Ward 1 Councillor Debbie Heffernan resigned from her position, thus deeming the position vacant. The Mayor thanked Debbie for her service to the municipality over the past six years and wished her the very best in the years ahead.
During the meeting, Council:
- Heard a presentation from Mark Peacock, Chief Administrative Officer of the Lower Thames Valley Conservation Authority. Mark provided an overview of their draft watershed-based management strategy.
- Received the budget to actual report for July 2024.
- Received the first half of the 2024 building permit activity for Middlesex Centre. Overall, building permit activity has slowed down in Middlesex Centre since 2023. The number of permits issued in the first half of this year was 178, compared to 229 in the first half of 2023. Additionally, the first half of 2024 has seen a reduction of new dwelling units to 30 from 68 plus one 5-unit apartment in the first half of 2023.
- Received the mid-year by-law enforcement update for 2024. In the first half of 2024, there were 173 calls made to by-law enforcement and 42 parking tickets were issued.
- Endorsed Middlesex Centre's 2024 Drinking Water Quality Management System Operational Plans as required under Ontario's Ministry of the Environment, Conservation and Parks’ Drinking Water Quality Management Standard.
- Approved the Watson Drain No. 2 Petition for Drainage submitted by landowners. Council directed staff to notify the affected landowners and appropriate agencies of the decision to proceed with the drainage works.
- Awarded the construction of the Saker Municipal Drain to the lowest tender bid submission received from Van Bree Drainage and Bulldozing Ltd. in the amount of $45,520. Council also awarded the construction of the Needham Municipal Drain to the lowest tender bid submission received from McNally Excavating Ltd. in the amount of $678,500.
- Declared the office of the Ward 1 Councillor vacant due to the resignation of incumbent Councillor Debbie Heffernan. A report regarding methods to fill the vacant Ward 1 Councillor seat will be presented at the September 18, 2024, council meeting.

The next meeting of Middlesex Centre Council is set for Wednesday, September 18, 2024, at 5:30 p.m. Please note that council meetings will be held at the Ilderton Community Centre for the duration of the municipal office renovation.
