Council Business
During the meeting, Council:
- Mike DeVos of Spriet Associates provided an overview of the Engineer’s Report for the Limit-Up Drain 2026, located at the corner Ilderton Rd. and Richmond St. The Court of Revision for the drain work will meet on October 7, 2026.
- Received an overview of the Province of Ontario’s proposed regulations to support the implementation of the Municipal Accountability Act, 2026, to establish a single standardized code of conduct for all members of municipal councils and certain local boards, create standardized inquiry processes for municipal integrity commissioners, and establish related education and training requirements.
- Received a summary of building activities in Middlesex Centre for the first half of 2026. Overall, building activity in the first half of 2026 remains consistent with 2025, with 194 permits issued in 2026, compared to 193 in the same period last year.
- Approved the appointments of Donald Leitch, Ophelia Chang, and Sachin Puri to the Joint Middlesex County 2026 Election Compliance Audit Committee. This committee is established to deal with matters regarding election campaign finances and contributions.
- Received an update from the Province of Ontario regarding amendments to the Liquor Licence and Control Act, 2019 (i.e., O.Reg. 747/12). The changes allow municipalities to opt into an expanded bring-your-own beverage (BYOB) framework for municipally designated cultural or community outdoor public events. Participation is voluntary. Staff reviewed the changes and determined that BYOB events do not align with Middlesex Centre's current Municipal Alcohol Policy, community standards, or public health guidance from the Middlesex-London Health Unit.
- Received the budget-to-actual for July 2026.
- Approved the amendments to the Reserve and Reserve Fund Policy to add new reserve funds for the 1) Campbell Cemetery, 2) Hume Cemetery, and 3) Gravel Road Conversion; close the Operating Project Carryforward Reserve to reduce duplication; and increase the annual target of the Administrative Support Reserve Fund.
- Adopted a new Security Policy that establishes a consistent and transparent framework for administering securities required by the municipality. The policy formalizes practices currently used by the municipality and provides a standardized approach to security administration across all departments.
- Appointed Councillor Cates, Councillor Berze, and Councillor Shipley, who have been acclaimed to positions in the 2026-2030 Council, to the 2027 budget working group.
- Supported a resolution from the Municipal Finance Officers’ Association of Ontario (MFOA) to make permanent the doubled Ontario Community Infrastructure Fund (OCIF) allocation, which is currently scheduled to end after the 2026 funding year.
- Authorized an Automatic Aid Agreement with the City of London for the provision of fire protection services. The agreement aims to ensure residents located in portions of southeastern Middlesex Centre receive the fastest available fire protection response.
- Authorized the revised Planning Services Agreement with the Middlesex County. The agreement strengthens expectations regarding communication, records management, and local integration related to planning services provided by the County.
- Received a request from residents of Oriole Park to complete a traffic safety review and reduce the speed limit on Amiens Road at the park entrance. Staff informed Council of the outcome of the review conducted in the weeks prior to the meeting and confirmed that results documented under Transportation Association of Canada (TAC) Canadian Guidelines do not support a reduction in the posted speed limit.
