
Mayor DeViet opened the meeting by reminding residents that the Ilderton Fair will be taking place September 26th through 28th at the Ilderton Fair Grounds. The Ilderton Fair is one of the largest county fairs in Southern Ontario and is a celebration of rural life and entertainment.
The Mayor also acknowledged that Scott Mairs, Director of Community Services, will be leaving to join Central Elgin as their Director of Public Works and Community Services. The Mayor thanked him for his service and contributions to the community over the past 13 years and wished him continued success in his new position.
Council Business
- Crispin Colvin, OFA Director for Lambton-Middlesex, on behalf of the Middlesex Federation of Agriculture, provided a high-level overview of 2025 priorities and practices.
- Approved the 2026 Municipal and School Board election voting method, which includes the use of alternative voting methods (internet and telephone). This will be the fourth election that Middlesex Centre has used internet and telephone voting. Council also authorized an agreement for e-voting services with Intelivote Systems Inc. for the 2026 election.
- Endorsed a resolution to designate the Municipality of Middlesex Centre as a designated Bee City Canada community. The designation highlights the municipality’s ongoing commitment to protecting pollinators through habitat creation, education, and community celebration.
- Authorized an agreement between Middlesex Centre and the Abilities Centre – London Campus for their use of space at the Komoka Wellness Centre. The Abilities Centre – London Campus is a program designed to support high school aged student-athletes participating in high performance sports.
- Approved the Community Services Refund Policy, effective October 1, 2025. The policy establishes clear and consistent procedures for issuing refunds, credits, and transfers related to facility, sport field, pavilion and ice time bookings, and recreation and fitness program registrations.
- Received the budget to actual report for August 2025.
- Awarded the following procurements:
- Kilworth Stormwater Management Facility Cleanout to J-AAR Civil Infrastructures Ltd. in the amount of $629,907 (excluding HST).
- The purchase of precast culvert to IECS Group Inc. in the amount of $198,076 (including municipal portion of HST).
- Received an update regarding the municipal office renovation project. Since project initiation in 2023, several unanticipated factors have impacted the overall cost, including site condition challenges and changes to the scope of the project (e.g., landscaping and painting of the community centre main hall). Council approved the allocation of additional funding of $239,780 to support the completion of the municipal office renovation, to be funded through the Building Department Reserve Fund.
Planning Matters
Sitting at the public meeting, Council received and reviewed a number of planning applications.
