New Asset Management Plan Approved

At its October 1 meeting, Middlesex Centre Council approved the 2025 Asset Management Plan. In accordance with Ontario Regulation 588/17, this plan, alongside the municipality’s asset management policy and strategy, provides a framework for informed decision-making around infrastructure investments and service delivery.

Middlesex Centre manages more than $1.5 billion in municipal assets, including water, wastewater, stormwater, roads, bridges, fleet, facilities, and parks. The plan ensures these assets are managed sustainably and in alignment with provincial regulations.

Key highlights of the plan include:

  • Asset Management Maturity: Building on the 2021 plan, Middlesex Centre has significantly advanced its asset management practices. According to the Federation of Canadian Municipalities’ Asset Management Readiness Scale, the municipality now meets or exceeds best-practice benchmarks in areas such as accountability, staff training, and policy integration.
  • Asset Portfolio Overview: Currently, 54% of municipal assets are rated in good or better condition. Replacement values include $724 million for roads and bridges, $611 million for water, wastewater and stormwater systems, and $172 million for facilities, fleet, and parks.
  • Levels of Service & Risk Management: The plan outlines current, proposed, and target service levels for each asset category and identifies key risks including climate change, population growth, and funding pressures, along with mitigation strategies to maintain service reliability.
  • Financial Planning & Future Readiness: Drawing from the municipality’s long-range financial plans, the asset management plan identifies a cumulative infrastructure deficit of $219 million by 2034. The plan integrates growth forecasts into infrastructure planning.

Other Council Business

  • Heard an overview of the Ilderton Municipal Drain No. 2 Engineer’s report from Brendan Shapton of GEI Consultants. The Court of Revision will meet on November 5, 2025, to consider this drainage matter.
  • Received an update on funding from the Ontario Community Infrastructure Fund (OCIF) for 2026, which totals $2,109,716 (compared to $1,917,924 in 2025). OCIF provides a steady source of predictable, long-term funding and supports the repair and revitalization of roads, bridges and other critical infrastructure in small, rural and northern communities.
  • Awarded the construction of the Pattyn Municipal Drain to McNally Excavating in the amount of $376,000 + HST.
  • Approved amendments and updates to three financial policies: the Reserve and Reserve Fund Policy, the Capital Financing and Debt Management Policy, and the Corporate Credit Card Policy.
