Maureen Cassidy, CEO, and Victor Igboanusi, Policy Analyst, from Pillar Non-Profit Network delivered a presentation regarding their nonprofit organization.
Mike DeVos of Spriet Associates provided an overview of two engineering reports regarding the Ballymote Municipal Drain and the Dale Municipal Drain.
Council Business
During the meeting, Council also:
- Referred the Ballymote Municipal Drain project back to the engineer for further consultation with affected landowners. An updated report will return to a future meeting of Middlesex Centre Council.
- Authorized work to proceed on the Dale Municipal Drain and set a court of revision date for March 11, 2026.
- As part of the agreement with the YMCA of Southwestern Ontario in relation to the operation of the Komoka Wellness Centre, Middlesex Centre donates back a portion of any operational surplus revenue to the YMCA Strong Kids Program. Council received a report in regard to this donation for 2025, which amounted to $15,691.
- Received a summary of the delegations held at the 2026 Rural Ontario Municipal Association (ROMA) Conference, where municipal councillors and staff met with the Ministries of Municipal Affairs and Housing, Rural Affairs, Agriculture, Food and Agribusiness, and Finance.
- Received an overview and progress report regarding Middlesex Centre’s Information Technology (IT) Master Plan.
- Received an amended report regarding the Delaware Hydro Reserve Fund. As of December 31, 2025, the reserve fund account balance is $985,411.
- Received the 2025 procurement activity report, the 2025 year-end and fourth quarter building activity summary, as well as the 2025 year-end by-law enforcement update.
- Received the 2025 Speed Radar Results. Data collected from the speed radar trailers in 2025 show that the majority of municipal roadways are operating in a manner consistent with the posted speed limit, as average speeds were generally below or close to the posted speed limit.
- Received the 2025 Annual Drinking Water System Performance and Summary Reports for the Birr, Melrose and Middlesex Centre water systems.
- Enacted an Interim Control By-law for the settlement area of Arva. Also directed staff to carry out the Arva Sanitary Servicing Utilization and Optimization Study.
- Adopted amendments to the Comprehensive Zoning By-law. The by-law was presented to Council at their meeting on January 28, 2026.
