Mayor DeViet opened the meeting by congratulating Sophie Baysarowich, Middlesex Centre’s Communications & Legislative Services Administrative Assistant, on completing the Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO) Municipal Administration Program (MAP).
Council Business
During the meeting, Council:
- Received information regarding two $20,000 donations from Glenn Powell for Campbell and Hume cemeteries. The donations will be placed in new reserve funds to ensure they are used exclusively for costs related to the respective cemetery. The donations were part of Mr. Powell’s $1 million donation to community groups in the Ilderton area.
- Received information on the delegations that members of Council and staff will be holding with provincial ministry representatives during the Association of Municipalities of Ontario (AMO) Conference, taking place August 16 to 19, 2026, in Ottawa.
- Approved an update to the Delegated Authority By-law for Administrative Functions to increase operational efficiency of municipal administrative functions.
- Authorized a Procurement Services Agreement with the County of Middlesex that will provide the municipality with more structured support for its procurement function. Costs associated with these services are included in the County levy (no additional costs).
- Received the 2026 capital budget to actual for Q2.
- Awarded the Arva Dam engineering and contract administration to BM Ross and Associates Ltd. in the amount of $76,335 (including municipal portion of HST).
- Proceeded with the abandonment of portions of the Hunt Municipal Drain A and the entire length of Drain B, located in the southern part of Middlesex Centre.
- Directed staff to submit correspondence to the Ontario Land Tribunal confirming its intention to repeal Interim Control By-law 2026-011 (Arva Settlement Area) on the basis that it is no longer required based on the preliminary results of the Arva Sanitary Servicing Utilization and Optimization Study.
- Authorized a Shared Services Agreement between the Municipality of Middlesex Centre and the Municipality of Strathroy-Caradoc for the reciprocal provision of fire aerial apparatus and water rescue services.
- Approved a 2026 budget amendment of $75,459 for the Coldstream Kitchen Renewal Project, with the funds to be drawn from the Building and Facilities Reserve Fund.
- Supported the motion adopted by Western Ontario Wardens’ Caucus regarding Resuming Ontario's Property Assessment Cycle. Current property assessment values are based on the 2016 assessment cycle.
